為深入貫徹(che)習近(jin)平生態文明(ming)思想(xiang),落實(shi)黨中央(yang)、國務院決策部(bu)署,打好污染(ran)防治攻(gong)堅(jian)戰,建設美麗(li)中國,推動高質量發(fa)(fa)展,根據《中華(hua)人民共和(he)國水(shui)污染(ran)防治法》《中華(hua)人民共和(he)國國民經濟和(he)社會發(fa)(fa)展第十四(si)個五年(nian)(nian)規(gui)(gui)劃和(he)2035年(nian)(nian)遠景目(mu)標綱要》,國家發(fa)(fa)展改革委、住(zhu)房城(cheng)鄉建設部(bu)商生態環(huan)境部(bu)聯合編制(zhi)了《“十四(si)五”城(cheng)鎮污水(shui)處理及資源化利用發(fa)(fa)展規(gui)(gui)劃》(以(yi)下簡稱(cheng)《規(gui)(gui)劃》)。《規劃》旨在有效(xiao)緩解我國城鎮污(wu)水(shui)(shui)收(shou)集處(chu)理(li)(li)設施發展(zhan)不平衡(heng)不充分的矛盾,系統推(tui)動補短板強弱項(xiang),全(quan)面提升污(wu)水(shui)(shui)收(shou)集處(chu)理(li)(li)效(xiao)能,加快推(tui)進(jin)污(wu)水(shui)(shui)資源(yuan)化(hua)利用,提高設施運行維護(hu)水(shui)(shui)平。《規劃》提出了“十四五”時期城鎮污(wu)水(shui)(shui)處(chu)理(li)(li)及(ji)資源(yuan)化(hua)利用的主要(yao)目標、重點建設任務、設施運行維護(hu)要(yao)求(qiu)以(yi)及(ji)保障措施,以(yi)指導(dao)各(ge)地(di)有序開(kai)展(zhan)城鎮污(wu)水(shui)(shui)處(chu)理(li)(li)及(ji)資源(yuan)化(hua)利用工作。規劃(hua)范圍為全國(不含港澳(ao)臺地區)城市(shi)、縣城及建制鎮(zhen)。規劃期(qi)限:2021—2025年,展望到2035年。與形勢(shi)展望污(wu)水(shui)收(shou)集處理及資源化利用(yong)設(she)(she)施是(shi)城(cheng)鎮(zhen)環(huan)(huan)境基礎設(she)(she)施的核(he)心組成(cheng),是(shi)深入打(da)好污(wu)染防治(zhi)攻堅(jian)戰的重(zhong)要抓手,對于改善城(cheng)鎮(zhen)人居環(huan)(huan)境,推進城(cheng)市治(zhi)理體(ti)系和治(zhi)理能力現代化,加快生態文明建設(she)(she),推動高質量發展具有重(zhong)要作用(yong)。“十三五(wu)”以來,各(ge)地區(qu)各(ge)部門深入貫徹(che)習近平(ping)生態文明思想,認真(zhen)落實(shi)黨(dang)中央、國務院決策部署,不斷加大城(cheng)鎮污(wu)(wu)水(shui)處(chu)理(li)設(she)(she)(she)施(shi)建(jian)設(she)(she)(she)和運(yun)行管理(li)力度(du),污(wu)(wu)水(shui)收集處(chu)理(li)能(neng)力水(shui)平(ping)顯著提升,完成了《“十三五(wu)”全國城(cheng)鎮污(wu)(wu)水(shui)處(chu)理(li)及(ji)再生利用設(she)(she)(she)施(shi)建(jian)設(she)(she)(she)規劃》目標。同(tong)時也要清醒(xing)看(kan)到,我國城(cheng)鎮污(wu)(wu)水(shui)收集處(chu)理(li)存(cun)在(zai)(zai)發展(zhan)不平(ping)衡(heng)不充分問(wen)題(ti),短板弱項(xiang)依然(ran)突出。特別是,污(wu)(wu)水(shui)管網(wang)建(jian)設(she)(she)(she)改造滯后、污(wu)(wu)水(shui)資源化利用水(shui)平(ping)偏低(di)、污(wu)(wu)泥無害化處(chu)置不規范,設(she)(she)(she)施(shi)可持續運(yun)維能(neng)力不強等問(wen)題(ti),與實(shi)現高質量發展(zhan)還存(cun)在(zai)(zai)差距。“十四五(wu)”時(shi)期,是我國全面建(jian)成(cheng)小(xiao)康社(she)會、實現(xian)第(di)一個(ge)(ge)百年(nian)奮(fen)(fen)斗(dou)目(mu)標之(zhi)后,乘勢(shi)而上開啟全面建(jian)設社(she)會主義(yi)現(xian)代化國家新(xin)征程、向第(di)二個(ge)(ge)百年(nian)奮(fen)(fen)斗(dou)目(mu)標進軍的第(di)一個(ge)(ge)五(wu)年(nian),是進入新(xin)發展階段、推動(dong)高質量發展的重要時(shi)期。“十四五”時期,應以(yi)建設(she)高質量城鎮(zhen)污水(shui)處理體系(xi)(xi)為(wei)主題,從增量建設(she)為(wei)主轉(zhuan)向系(xi)(xi)統提質增效與結構調整(zheng)優化并重,提升存量、做優增量,系(xi)(xi)統推進城鎮(zhen)污水(shui)處理設(she)施高質量建設(she)和運(yun)維,有(you)效改善我國(guo)城鎮(zhen)水(shui)生態環境質量,不斷(duan)提升人(ren)民(min)群(qun)眾的幸福感、獲(huo)得感和安全感。

以(yi)(yi)集(ji)中處(chu)理方式為主,人(ren)口少、相對分散,以(yi)(yi)及短期內集(ji)中處(chu)理設(she)施難以(yi)(yi)覆(fu)蓋的(de)地區,合(he)(he)理建(jian)(jian)(jian)設(she)分布(bu)(bu)式、小型化污(wu)水(shui)處(chu)理設(she)施。建(jian)(jian)(jian)制(zhi)鎮因(yin)地制(zhi)宜采(cai)取就(jiu)近集(ji)中聯建(jian)(jian)(jian)、城旁接管(guan)等(deng)方式建(jian)(jian)(jian)設(she)污(wu)水(shui)處(chu)理設(she)施,推廣“生物(wu)+生態”污(wu)水(shui)處(chu)理技術。關于(yu)污(wu)水處(chu)理廠排放標(biao)準。長三角和(he)(he)(he)粵港澳大(da)灣區城市,京津冀(ji)、長江干流和(he)(he)(he)南水北(bei)調(diao)工程沿線地級(ji)及以上城市,黃河流域省會(hui)城市,計劃單列(lie)市可對城鎮(zhen)污(wu)水處(chu)理廠提(ti)出更嚴格的污(wu)染物排放管(guan)控要求。水環(huan)境敏感地區污(wu)水處(chu)理基本達到一級(ji)A排放標(biao)準。其他(ta)地區因(yin)地制宜科學(xue)確定(ding)排放標(biao)準,不宜盲目提(ti)標(biao)。靠近居民區和(he)(he)(he)環(huan)境敏感區的污(wu)水廠應建設除臭設施并保證除臭效(xiao)果。關于合(he)流(liu)(liu)制溢流(liu)(liu)污(wu)水(shui)(shui)快速凈化(hua)設(she)施(shi)。在完(wan)成片(pian)區管(guan)網排查修復(fu)改造的前提下(xia),實施(shi)合(he)流(liu)(liu)制溢流(liu)(liu)污(wu)水(shui)(shui)快速凈化(hua)設(she)施(shi)建設(she),高效去(qu)除(chu)可沉(chen)積顆(ke)粒物和(he)漂(piao)浮物,有效削減(jian)城市水(shui)(shui)污(wu)染物總量,促進水(shui)(shui)環境質(zhi)量長效保持。(三)加強再生利用設施建(jian)設,推進(jin)污水資(zi)源化利用1.建(jian)(jian)(jian)設(she)任(ren)務。結合現(xian)有(you)污(wu)水(shui)(shui)處理設(she)施(shi)提(ti)標升級(ji)擴(kuo)能(neng)改造,系統規(gui)(gui)劃城鎮(zhen)污(wu)水(shui)(shui)再(zai)(zai)生利(li)用(yong)設(she)施(shi),合理確定再(zai)(zai)生水(shui)(shui)利(li)用(yong)方向,推動實(shi)(shi)現(xian)分質(zhi)、分對象(xiang)供水(shui)(shui),優(you)水(shui)(shui)優(you)用(yong)。在重點排污(wu)口(kou)下(xia)游、河流(liu)(liu)入湖口(kou)、支(zhi)流(liu)(liu)入干流(liu)(liu)處,因地(di)(di)制宜實(shi)(shi)施(shi)區域(yu)(yu)再(zai)(zai)生水(shui)(shui)循環利(li)用(yong)工程。缺水(shui)(shui)城市(shi)(shi)新城區要(yao)提(ti)前規(gui)(gui)劃布局(ju)再(zai)(zai)生水(shui)(shui)管網(wang),有(you)序開展建(jian)(jian)(jian)設(she)。以黃河流(liu)(liu)域(yu)(yu)地(di)(di)級(ji)及以上城市(shi)(shi)為(wei)重點,在京津冀(ji)、長(chang)江(jiang)經濟帶、黃河流(liu)(liu)域(yu)(yu)、南水(shui)(shui)北調(diao)工程沿線(xian)、西北干旱(han)地(di)(di)區、沿海缺水(shui)(shui)地(di)(di)區建(jian)(jian)(jian)設(she)污(wu)水(shui)(shui)資源(yuan)化(hua)(hua)利(li)用(yong)示(shi)范城市(shi)(shi),規(gui)(gui)劃建(jian)(jian)(jian)設(she)配(pei)套基礎設(she)施(shi),實(shi)(shi)現(xian)再(zai)(zai)生水(shui)(shui)規(gui)(gui)模(mo)化(hua)(hua)利(li)用(yong)。建(jian)(jian)(jian)設(she)資源(yuan)能(neng)源(yuan)標桿(gan)再(zai)(zai)生水(shui)(shui)廠。鼓勵從污(wu)水(shui)(shui)中提(ti)取氮磷等物質(zhi)。“十四五”期(qi)間,新建(jian)(jian)(jian)、改建(jian)(jian)(jian)和擴(kuo)建(jian)(jian)(jian)再(zai)(zai)生水(shui)(shui)生產能(neng)力不少(shao)于(yu)1500萬立方米/日。2.技術要求。水(shui)(shui)(shui)(shui)質型缺水(shui)(shui)(shui)(shui)地區優(you)先將(jiang)達標排放水(shui)(shui)(shui)(shui)轉化(hua)為可利(li)(li)用的(de)(de)水(shui)(shui)(shui)(shui)資(zi)源(yuan)就近回補自然水(shui)(shui)(shui)(shui)體。資(zi)源(yuan)型缺水(shui)(shui)(shui)(shui)地區推(tui)(tui)廣再生(sheng)水(shui)(shui)(shui)(shui)用于工(gong)(gong)業(ye)用水(shui)(shui)(shui)(shui)和(he)市政雜用的(de)(de)同時,鼓(gu)勵將(jiang)再生(sheng)水(shui)(shui)(shui)(shui)用于河(he)湖濕地生(sheng)態補水(shui)(shui)(shui)(shui)。有條件地區結合(he)本地水(shui)(shui)(shui)(shui)資(zi)源(yuan)利(li)(li)用、水(shui)(shui)(shui)(shui)環(huan)境提(ti)升、水(shui)(shui)(shui)(shui)生(sheng)態改(gai)善需求,因地制宜通過人工(gong)(gong)濕地、深度凈化(hua)工(gong)(gong)程等(deng)措(cuo)施(shi),優(you)化(hua)城鎮(zhen)污(wu)水(shui)(shui)(shui)(shui)處(chu)理廠(chang)出水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)質,提(ti)升城鎮(zhen)污(wu)水(shui)(shui)(shui)(shui)資(zi)源(yuan)化(hua)利(li)(li)用水(shui)(shui)(shui)(shui)平。推(tui)(tui)進(jin)工(gong)(gong)業(ye)生(sheng)產、園林綠化(hua)、道路清(qing)洗、車輛(liang)沖(chong)洗、建筑施(shi)工(gong)(gong)等(deng)領域優(you)先使用再生(sheng)水(shui)(shui)(shui)(shui)。鼓(gu)勵工(gong)(gong)業(ye)園區與(yu)市政再生(sheng)水(shui)(shui)(shui)(shui)生(sheng)產運(yun)營單(dan)位(wei)合(he)作,推(tui)(tui)廣點對點供水(shui)(shui)(shui)(shui)。(四)破解污泥處置難點(dian),實(shi)現無(wu)害(hai)化(hua)推(tui)進資源化(hua)1.建(jian)設(she)任務。污(wu)(wu)泥處置(zhi)設(she)施(shi)應(ying)納入本地污(wu)(wu)水處理設(she)施(shi)建(jian)設(she)規(gui)劃。現有(you)污(wu)(wu)泥處置(zhi)能力不(bu)能滿足需求的城(cheng)市和(he)縣城(cheng),要加快補齊(qi)缺口,建(jian)制(zhi)鎮與縣城(cheng)污(wu)(wu)泥處置(zhi)應(ying)統籌(chou)考慮。東部(bu)地區城(cheng)市、中西部(bu)地區大中型城(cheng)市以及其(qi)他地區有(you)條(tiao)件的城(cheng)市,加快壓減污(wu)(wu)泥填埋規(gui)模(mo),積極(ji)推進(jin)污(wu)(wu)泥資(zi)源化利用(yong)。“十四五”期間,新增污(wu)(wu)泥(含水率(lv)80%的濕(shi)污(wu)(wu)泥)無害化處置(zhi)設(she)施(shi)規(gui)模(mo)不(bu)少(shao)于2萬噸/日。關于污(wu)泥(ni)無(wu)害化(hua)處(chu)置(zhi)。新建(jian)污(wu)水(shui)處(chu)理(li)廠必須有明(ming)確(que)的污(wu)泥(ni)處(chu)置(zhi)途徑。鼓勵采(cai)用(yong)熱水(shui)解、厭氧消化(hua)、好氧發酵、干(gan)化(hua)等方(fang)式進行無(wu)害化(hua)處(chu)理(li)。鼓勵采(cai)用(yong)污(wu)泥(ni)和餐廚、廚余廢棄(qi)物共建(jian)處(chu)理(li)設施(shi)方(fang)式,提(ti)升(sheng)城(cheng)市有機廢棄(qi)物綜合處(chu)置(zhi)水(shui)平。開展協(xie)同處(chu)置(zhi)污(wu)泥(ni)設施(shi)建(jian)設時,應(ying)充分考慮當地(di)現有污(wu)泥(ni)處(chu)置(zhi)設施(shi)運(yun)行情況及工藝(yi)使用(yong)情況。關于污泥衛(wei)生(sheng)填(tian)埋(mai)處(chu)置。限制未經脫水處(chu)理達標的污泥在垃圾填(tian)埋(mai)場填(tian)埋(mai)。采用協同(tong)(tong)處(chu)置方(fang)式的,衛(wei)生(sheng)填(tian)埋(mai)可(ke)作為協同(tong)(tong)處(chu)置設施(shi)故障或檢(jian)修等情況時的應急處(chu)置措(cuo)施(shi)。關于(yu)污泥(ni)資源(yuan)(yuan)(yuan)化(hua)(hua)(hua)利(li)用(yong)。在(zai)實現污泥(ni)穩(wen)定化(hua)(hua)(hua)、無(wu)害化(hua)(hua)(hua)處(chu)置(zhi)前提下,穩(wen)步推(tui)進資源(yuan)(yuan)(yuan)化(hua)(hua)(hua)利(li)用(yong)。污泥(ni)無(wu)害化(hua)(hua)(hua)處(chu)理滿足(zu)相關標準(zhun)后,可用(yong)于(yu)土地(di)改良、荒地(di)造(zao)林(lin)、苗(miao)木撫育、園林(lin)綠化(hua)(hua)(hua)和農業(ye)利(li)用(yong)。鼓勵污泥(ni)能量資源(yuan)(yuan)(yuan)回收(shou)利(li)用(yong),土地(di)資源(yuan)(yuan)(yuan)緊缺的大中型城市推(tui)廣采用(yong)“生物(wu)質利(li)用(yong)+焚(fen)燒(shao)”、“干化(hua)(hua)(hua)+土地(di)利(li)用(yong)”等(deng)模式。推(tui)廣將污泥(ni)焚(fen)燒(shao)灰渣(zha)建材(cai)化(hua)(hua)(hua)利(li)用(yong)。(一)健全考(kao)(kao)核(he)激勵機制將城市(shi)生(sheng)活(huo)污(wu)水(shui)集中(zhong)收集及再生(sheng)水(shui)利(li)用目(mu)標(biao)(biao)任務納(na)(na)入(ru)本地(di)相關規劃,落實責任主體(ti),強(qiang)化(hua)監督考(kao)(kao)核(he)。構建以污(wu)染物(wu)(wu)削減績效為導(dao)向(xiang)的考(kao)(kao)核(he)體(ti)系,政(zheng)府(fu)與(yu)企業簽(qian)訂項目(mu)協議時,要將污(wu)水(shui)處理廠進水(shui)污(wu)染物(wu)(wu)濃度、污(wu)染物(wu)(wu)削減量和(he)污(wu)泥無害化(hua)處置率等核(he)心指標(biao)(biao)納(na)(na)入(ru)考(kao)(kao)核(he)范圍,開展工程建設與(yu)運營(ying)效果聯動(dong)考(kao)(kao)核(he)。把運營(ying)能力(li)和(he)水(shui)平作為重要指標(biao)(biao),納(na)(na)入(ru)項目(mu)建設運營(ying)企業遴選標(biao)(biao)準(zhun)。(二)推(tui)行專(zhuan)業(ye)(ye)(ye)化(hua)運(yun)(yun)行維護(hu)城市(shi)人民政府作為城鎮排(pai)(pai)水和污水處理(li)(li)設(she)施(shi)(shi)(shi)(shi)建(jian)設(she)管(guan)養(yang)實(shi)施(shi)(shi)(shi)(shi)主(zhu)體(ti)(ti),推(tui)進無主(zhu)市(shi)政管(guan)段或設(she)施(shi)(shi)(shi)(shi)確(que)(que)權(quan)和權(quan)屬(shu)移交。建(jian)立立足本地、人員穩定的專(zhuan)業(ye)(ye)(ye)化(hua)隊伍(wu),建(jian)立常態(tai)化(hua)建(jian)設(she)管(guan)養(yang)機制,嚴格按照相關標準定額實(shi)施(shi)(shi)(shi)(shi)運(yun)(yun)行維護(hu)。推(tui)廣實(shi)施(shi)(shi)(shi)(shi)供排(pai)(pai)水一(yi)體(ti)(ti)化(hua),“廠—網(wang)—河(湖)”一(yi)體(ti)(ti)化(hua)專(zhuan)業(ye)(ye)(ye)化(hua)運(yun)(yun)行維護(hu),保(bao)障污水收集處理(li)(li)設(she)施(shi)(shi)(shi)(shi)的系(xi)統(tong)性(xing)和完整性(xing)。鼓勵居住(zhu)社區將內部管(guan)網(wang)養(yang)護(hu)工作委托市(shi)政排(pai)(pai)水管(guan)網(wang)運(yun)(yun)行維護(hu)單位實(shi)施(shi)(shi)(shi)(shi),建(jian)立政府和居民共(gong)擔的費用保(bao)障機制。加(jia)強人才培訓(xun),提高專(zhuan)業(ye)(ye)(ye)技能水平(ping),確(que)(que)保(bao)設(she)施(shi)(shi)(shi)(shi)安全(quan)穩定運(yun)(yun)行。推(tui)廣區域(yu)內不(bu)同盈利水平(ping)的項(xiang)目(mu)打包建(jian)設(she)運(yun)(yun)營。鼓勵中央企業(ye)(ye)(ye)履行社會責任,發(fa)揮專(zhuan)業(ye)(ye)(ye)化(hua)規模(mo)化(hua)建(jian)設(she)運(yun)(yun)營優(you)勢(shi)。(三)推進信息(xi)系(xi)統建(jian)設以地方人民政府為實施(shi)(shi)主(zhu)體,依(yi)法建(jian)立城鎮污(wu)(wu)水處(chu)理設施(shi)(shi)地理信息(xi)系(xi)統并定(ding)期更新,或依(yi)托現(xian)有(you)平臺完善(shan)相關功能(neng)(neng),實現(xian)城鎮污(wu)(wu)水設施(shi)(shi)信息(xi)化、賬冊化管理。推行排水戶、干支管網、泵站(zhan)、污(wu)(wu)水處(chu)理廠(chang)、河湖水體數據智能(neng)(neng)化聯動和動態更新,開展(zhan)常態化監測評估,保障設施(shi)(shi)穩(wen)定(ding)運行。(一)強化(hua)(hua)責任落實按(an)照(zhao)省(sheng)級部(bu)署、市(shi)(shi)(shi)縣負責的要求(qiu),系統謀(mou)劃(hua)“十四五”城(cheng)(cheng)鎮(zhen)污(wu)水(shui)處(chu)(chu)理及(ji)資源(yuan)化(hua)(hua)利(li)用(yong)設(she)(she)(she)施(shi)建(jian)設(she)(she)(she)和(he)(he)運營。各(ge)省(sheng)(區(qu)、市(shi)(shi)(shi))因地制宜確定(ding)各(ge)城(cheng)(cheng)市(shi)(shi)(shi)生活污(wu)水(shui)集(ji)中收集(ji)率目(mu)標,原(yuan)則(ze)上(shang)應(ying)達到70%以上(shang)或比(bi)2020年(nian)(nian)提(ti)高(gao)(gao)5個(ge)百分(fen)點以上(shang)。各(ge)省(sheng)級發(fa)展改革部(bu)門聯合(he)城(cheng)(cheng)鎮(zhen)排水(shui)主(zhu)管部(bu)門制定(ding)出臺本(ben)(ben)地“十四五”城(cheng)(cheng)鎮(zhen)污(wu)水(shui)處(chu)(chu)理及(ji)資源(yuan)化(hua)(hua)利(li)用(yong)發(fa)展規劃(hua),明確本(ben)(ben)地區(qu)建(jian)設(she)(she)(she)規模(mo)、重點任務和(he)(he)政府保障措施(shi)。市(shi)(shi)(shi)縣擔(dan)負主(zhu)體責任,做好(hao)項(xiang)目(mu)謀(mou)劃(hua)和(he)(he)儲備(bei),制定(ding)滾動項(xiang)目(mu)清單和(he)(he)年(nian)(nian)度(du)計劃(hua),明確建(jian)設(she)(she)(she)時(shi)(shi)序,有序推進項(xiang)目(mu)建(jian)設(she)(she)(she),避免(mian)“一哄而上(shang)”。城(cheng)(cheng)鎮(zhen)污(wu)水(shui)處(chu)(chu)理和(he)(he)合(he)流(liu)制溢(yi)流(liu)污(wu)染(ran)快速凈化(hua)(hua)設(she)(she)(she)施(shi)用(yong)地應(ying)列入土地利(li)用(yong)年(nian)(nian)度(du)計劃(hua)。建(jian)立健全(quan)城(cheng)(cheng)鎮(zhen)污(wu)水(shui)處(chu)(chu)理設(she)(she)(she)施(shi)建(jian)設(she)(she)(she)改造項(xiang)目(mu)的聯審聯批制度(du),優化(hua)(hua)審批流(liu)程,提(ti)高(gao)(gao)審批效(xiao)率,確保建(jian)設(she)(she)(she)按(an)時(shi)(shi)保質落地。(二(er))拓(tuo)寬投(tou)融(rong)資(zi)(zi)(zi)渠(qu)道(dao)地方各(ge)級人民政(zheng)(zheng)(zheng)府(fu)要建(jian)立多(duo)元化(hua)(hua)(hua)的(de)財(cai)政(zheng)(zheng)(zheng)性資(zi)(zi)(zi)金投(tou)入保障機制,在中(zhong)(zhong)期財(cai)政(zheng)(zheng)(zheng)規劃、年度計劃中(zhong)(zhong)安排建(jian)設(she)(she)(she)資(zi)(zi)(zi)金。地方政(zheng)(zheng)(zheng)府(fu)專項債(zhai)券(quan)支(zhi)持(chi)(chi)(chi)符合條件(jian)的(de)城鎮污(wu)水處(chu)理及(ji)資(zi)(zi)(zi)源化(hua)(hua)(hua)利用設(she)(she)(she)施建(jian)設(she)(she)(she)。中(zhong)(zhong)央預算內資(zi)(zi)(zi)金對(dui)城鎮污(wu)水處(chu)理及(ji)污(wu)水資(zi)(zi)(zi)源化(hua)(hua)(hua)利用設(she)(she)(she)施建(jian)設(she)(she)(she)給(gei)予適當支(zhi)持(chi)(chi)(chi)。規范有序(xu)推(tui)廣政(zheng)(zheng)(zheng)府(fu)和社(she)會資(zi)(zi)(zi)本合作(PPP)模(mo)式,引導社(she)會資(zi)(zi)(zi)本積(ji)(ji)極參與建(jian)設(she)(she)(she)運營(ying)。鼓(gu)勵企(qi)業采(cai)用綠色債(zhai)券(quan)、資(zi)(zi)(zi)產(chan)證券(quan)化(hua)(hua)(hua)等手段,依法依規拓(tuo)寬融(rong)資(zi)(zi)(zi)渠(qu)道(dao)。鼓(gu)勵金融(rong)機構在風險可控(kong)、商(shang)業可持(chi)(chi)(chi)續的(de)前提下給(gei)予中(zhong)(zhong)長期信(xin)貸支(zhi)持(chi)(chi)(chi)。積(ji)(ji)極推(tui)進基礎設(she)(she)(she)施領域不動(dong)產(chan)投(tou)資(zi)(zi)(zi)信(xin)托(tuo)基金試點。探索項目收益權、特許經營(ying)權等質押融(rong)資(zi)(zi)(zi)擔(dan)保。(三)完(wan)善費(fei)(fei)價(jia)稅(shui)機制(zhi)各地(di)要按(an)(an)照(zhao)覆蓋污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)設施正(zheng)常運(yun)營(ying)和污(wu)(wu)(wu)泥(ni)處(chu)置(zhi)成本(ben)并合理(li)(li)(li)盈利(li)的(de)原則,合理(li)(li)(li)制(zhi)定污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)費(fei)(fei)標(biao)準(zhun),并根據當地(di)水(shui)(shui)(shui)(shui)(shui)(shui)污(wu)(wu)(wu)染防治目標(biao)要求(qiu),考慮污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)排放標(biao)準(zhun)提升(sheng)和污(wu)(wu)(wu)泥(ni)處(chu)置(zhi)等成本(ben)合理(li)(li)(li)增加因素動態(tai)(tai)調整。長江(jiang)經濟(ji)帶(dai)省(市(shi))要按(an)(an)照(zhao)《關于(yu)完(wan)善長江(jiang)經濟(ji)帶(dai)污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)收費(fei)(fei)機制(zhi)有(you)關政策的(de)指導意(yi)見(jian)》要求(qiu),確(que)保(bao)政策落到(dao)實處(chu)。加強對(dui)自備水(shui)(shui)(shui)(shui)(shui)(shui)源用(yong)戶(hu)管理(li)(li)(li),實施裝表(biao)計量,確(que)保(bao)污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)費(fei)(fei)應(ying)(ying)收盡(jin)收。各地(di)在污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)費(fei)(fei)標(biao)準(zhun)調整到(dao)位(wei)前,應(ying)(ying)按(an)(an)規定給(gei)予補貼,保(bao)障城鎮(zhen)污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)收集處(chu)理(li)(li)(li)設施的(de)正(zheng)常運(yun)維。鼓(gu)勵(li)建立運(yun)營(ying)服(fu)(fu)務費(fei)(fei)與污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)廠(chang)進(jin)水(shui)(shui)(shui)(shui)(shui)(shui)污(wu)(wu)(wu)染物濃(nong)度(du)、污(wu)(wu)(wu)染物削減量掛鉤、按(an)(an)效付費(fei)(fei)機制(zhi)。鼓(gu)勵(li)通(tong)過(guo)以招標(biao)等市(shi)場化方式確(que)定污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)服(fu)(fu)務費(fei)(fei)水(shui)(shui)(shui)(shui)(shui)(shui)平(ping)。放開再生水(shui)(shui)(shui)(shui)(shui)(shui)政府定價(jia),由再生水(shui)(shui)(shui)(shui)(shui)(shui)供應(ying)(ying)企業(ye)和用(yong)戶(hu)按(an)(an)照(zhao)優質優價(jia)原則自主協商(shang)定價(jia)。對(dui)于(yu)提供公共生態(tai)(tai)環境(jing)服(fu)(fu)務功能(neng)的(de)河湖濕地(di)生態(tai)(tai)補水(shui)(shui)(shui)(shui)(shui)(shui)、景觀環境(jing)用(yong)水(shui)(shui)(shui)(shui)(shui)(shui)使(shi)用(yong)再生水(shui)(shui)(shui)(shui)(shui)(shui)的(de),鼓(gu)勵(li)采(cai)用(yong)政府購買服(fu)(fu)務方式推動污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)資(zi)源化利(li)用(yong)。各地(di)要依法落實環境(jing)保(bao)護、水(shui)(shui)(shui)(shui)(shui)(shui)資(zi)源節約、污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)資(zi)源化利(li)用(yong)等方面稅(shui)收優惠政策。(四)強(qiang)(qiang)化監督管(guan)(guan)理(li)(li)落實(shi)“節(jie)水(shui)即治污(wu)”理(li)(li)念,深入(ru)實(shi)施(shi)國家節(jie)水(shui)行(xing)動。科(ke)學制(zhi)修訂(ding)地方水(shui)污(wu)染(ran)物排(pai)放(fang)(fang)標準,提出(chu)(chu)差別化的(de)(de)污(wu)染(ran)物排(pai)放(fang)(fang)要(yao)求和(he)管(guan)(guan)控措(cuo)施(shi)。嚴(yan)格執行(xing)《城(cheng)(cheng)鎮排(pai)水(shui)與(yu)(yu)污(wu)水(shui)處(chu)理(li)(li)條(tiao)例》《排(pai)污(wu)許可管(guan)(guan)理(li)(li)條(tiao)例》,強(qiang)(qiang)化污(wu)水(shui)處(chu)理(li)(li)達(da)標排(pai)放(fang)(fang)監管(guan)(guan)和(he)監督檢查(cha)。加強(qiang)(qiang)城(cheng)(cheng)市(shi)(shi)“小(xiao)散(san)亂(luan)”沿街商鋪等的(de)(de)整治與(yu)(yu)治理(li)(li),施(shi)工(gong)(gong)降水(shui)、基(ji)坑排(pai)水(shui)應(ying)當依法(fa)達(da)標排(pai)放(fang)(fang)。規范工(gong)(gong)業(ye)企業(ye)和(he)園區排(pai)水(shui)管(guan)(guan)理(li)(li),地方各級人民政(zheng)府和(he)工(gong)(gong)業(ye)園區管(guan)(guan)理(li)(li)機(ji)構要(yao)對(dui)工(gong)(gong)業(ye)廢水(shui)進入(ru)市(shi)(shi)政(zheng)污(wu)水(shui)收集(ji)設(she)施(shi)情況進行(xing)排(pai)查(cha),組織開(kai)展評估,經評估認定污(wu)染(ran)物不能被城(cheng)(cheng)鎮污(wu)水(shui)處(chu)理(li)(li)廠(chang)有(you)效處(chu)理(li)(li)或可能影響污(wu)水(shui)處(chu)理(li)(li)廠(chang)出(chu)(chu)水(shui)穩(wen)定達(da)標的(de)(de),應(ying)限期退出(chu)(chu)。加強(qiang)(qiang)管(guan)(guan)材質量市(shi)(shi)場監管(guan)(guan),嚴(yan)把生(sheng)產質量關,以偽(wei)劣(lie)(lie)管(guan)(guan)材生(sheng)產和(he)銷(xiao)售聚集(ji)地為重點(dian),嚴(yan)厲打擊(ji)偽(wei)劣(lie)(lie)產品(pin)。嚴(yan)格工(gong)(gong)程監理(li)(li)、竣工(gong)(gong)驗收和(he)移(yi)交,嚴(yan)把工(gong)(gong)程質量關,嚴(yan)肅(su)責任(ren)追究。健全信(xin)息公開(kai)制(zhi)度,完善公眾參與(yu)(yu)機(ji)制(zhi),發揮(hui)社會(hui)監督作用。
